Groove app got an update for PC's and Phones on Insider Rings. While there is no mention about new features, the update brings NEON elements and further UI improvements.
What's NEON?
Microsoft is going to upgrade the User Interface on Windows 10. From several months we have heard about this project, and finally, with Redstone 3 development, we are starting to see this project gaining shape.Project NEON is heavily focus on animations, simplicity, and consistency. It's an attempt to bring the AERO glass effect from Windows 7 and mix it with old Windows Phone animations. We will probably know more about this project at BUILD conference, starting at 10th May.

Despite Groove being an Universal Windows App, there are different packages for PC and for Mobile (and for other devices like Hololens, etc) (probably to reduce download sizes).
Mobile
The mobile app version is 2019.17041.13712.0. You can download the APPX file here.
To sideload the app, go to Settings, Security & Update and ensure you enable Sideload or Developer mode.
Finally, once the APPX is on your phone (either internal memory or SD Card), tap on the file and confirm you want to install. This will replace your current installed version.
Desktop
The desktop app version is 2019.17041.13711.0. Download the APPX file here.
In order to sideload the app, you need to enable that feature first. Go to Settings, Security & Update and click Sideload apps OR enable Developer mode.
Double click on APPX file and click install on the dialog that shows up.
